The City Council adopted the 2008 Surface Water Management (SWM) Plan Update (Resolution 08-161) and updated surface water utility rate structure (Resolution 08-160) at a public hearing held on November 24th, 2008. The 2008 SWM Plan Update identifies (a) the City's existing and future SWM obligations to comply with the Department of Ecology's NPDES permit requirements, (b) new capital improvement projects (CIP) to address local flooding and water quality issues, and (c) needed resources in terms of staff, equipment, and funding to implement the program.
The final SWM plan includes an executive summary and six appendices, which are summarized below:

Appendix B outlines the City's existing SWM Program.
Appendix C includes the initial regulatory gap analysis to determine future needs and costs of the SWM program.
Appendix D summarizes the SWM financial analysis, rate options, and implementation plan for the preferred rate option (Option B).
Appendix E includes a Rate Reduction Summary, which further refined/reduced regulatory program costs.
Appendix F includes the PowerPoint presentation given to the public at the Open House held on August 27, 2008.
